The difficulty level is pretty subjective.
However,I'd like to say it's easy. It's just a matter of guts,balancing ability and your willingness to stand up to try again after each fall.

Well, there's skateboarding (using it as a mode of travel - easy) and there's skateboarding with tricks (doing moves and stunts - hard)
The latter takes a lot of time to learn to do well and there will be some major bonks along the way

Somehow, I find it very hard. However, it's very easy to learn how to snowboard.
There are different levels of skills, and of course you're not going do flips and ramps immediately, but I found it much easier to reach a level that lets me enjoy the sport immensely with snowboarding.
For skateboarding, it seems learning it is more than just being able to move around with it, which takes more time.

It can be...but it takes time a lots of practice and a quality skateboard...I have a huge metal board that I have had since the 70's and I find it the easiest to ride but it hurts like heck when you fall off of it and it slams into you...so I guess what I am trying to say is take your time and pick the board that is right for you ...

I got my first board in 1962 or so, back when it was called sidewalk surfing. Some folks would build them out of roller skates and a board. I still have mine and ride it on a rare occasion. This befuddles my kids, but I don't do all the hot dogging that goes on today. Look on the net for Tyson, and pick the one that has skateboarding bulldog. Yes he is a real bulldog and he is self taught. He was on Martha Stewart a while back.

balance and reflexes are easy to learn, and so is riding the skateboard without tricks, but learning the actual tricks..., that's the hard part. take it from me I am a sk8boarder and it took me 2 years to learn how to do 3 tricks and 3 more to actually get sk8ing down.

It depends on how aware you are of what you have to do and how to do it (riding, learning the ollie, basic physics concepts, body equilibrium). Also, you need to skate almost daily on a spot you are comfortable and none anoys you. You dont need to train 3 hours a day, but i started skating a month ago on a recently new skatepark new my home. In this month i learned to surf pretty weel, fluidly and with plenty of control on turns, shifting stances and weight on the board, riding bowls and pipes, make u turns... I also learned to do pretty big and fast ollies (as long as the obastacle is no more than half a meter tall i can jump on/past it).
Yesterday, after getting my first gooooood ollies (9/10 nice big ollies with pretty ease) a random BMXer encouraged me to try the kickflip. He demonstrated me how her did it, and with the control i already have with the kicking foot from doing ollies, it felt so easy and natural to spin the board that today im alrady doing my first kickflips running.
So yeah, it can be easy or hard, that will depend on your dedication and persistance; the awreness you have on how skating works and how you have to move/balance yourself for doing everything; the strenght and speed of your mind (in terms of staying focused and being able to think, react, and put everything together in the blink of an eye at the required moment, not bailing out of tricks because the fear of falling distracts you too much to do what you actually want and CAN do...).
Look at how much i learned in a month, and thats not because im insanely skilled or whatever bullshit, its because everyday i go to skate my 1-1:30 hours, and i stay 100% focused on what im practising, and actually WANT to do it. Its all about ur attittude my friend, on my first day i was as pathetic as everyone on the skate, i fell off the ground after placing the second foot XD. I encourage you to stay positive and get trough the first steps enjoying the process and trying to learn: you will fuking love skate once you control it.
PD: dont get into a rush to learn ollies and stuff. Practise good pushing on the board, stability, turns, etc... All the basic movement stuff until you feel like a pro, until you actually ride with style and having fun

Yes, It's fairly easy. Just get out there and start trying. You'll fall and try not to be afraid of it. If you want to learn, don't be afraid of falling. Start skating and enjoy the ride. Also Hang out with other people who skate, that will help. Once you learn you'll be able to ride it like a bike in 10 years.
Start with basics and don't try to move up till you feel comfortable just riding. If you really want to try jumps, place the board in some short grass and you'll learn how to kick the board without it slipping from under you.
To learn to skate takes patience.

Well nothing's easy everything takes time to learn. Some things are just easier to learn for some people and some things aren't but if your willing to play it safe, use all the protective gear required and give it enough effort and determination you can learn to do anything you put your mind to.
