Legislative branch makes general laws, setting abstract standards and rules, and handles the budget. At the federal level, Congress is the legislative branch.

The courts interpret the laws, and apply laws to the facts. The holdings of higher-level courts on past interpretations remain as binding precedent, also known as common law.

The difference between the legislative laws and common law is that common law can only arise based on specific factual situations from actual cases, while the legislature can be proactive and pass laws about situations that have not happened yet.

The executive branch is primarily responsible for enforcing and implementing the laws, as passed by the legislature and as interpreted by the courts. This branch also includes police and military, investigation, and other administrative functions.
