I live in a duplex and recently the neighbors moved and now i have roaches, i keep a clean house but i cant seem to get rid of them. Please help!!!!!

Boric acid all along the baseboards and in the plumbing pipes.
Also do what I have always done. Get Baggies, or some kind of Tupperware container for all open foods in the pantry.
Also the thing that drove my kids nuts...wash your trash!
After you do the dishes, all egg shells, open soup and food cans, human or animal go in the dish water. Left over food that no one eats, goes in zipper bags and in the trash. In other words, don't give them anything to eat!!! Don't attract them at all.
I have always washed my garbage before I put it in the trash and before my Kids bought their own houses they thought I was NUTS, now they have a better understanding of what Mom was doing! But, Boric Acid is a good preventive, the insects do not like to cross it, and I also think it is deadly to them!

This sounds like a friend of mine's problem. First off, if you rent, will the landlord spray at a minimal or no cost? If you own, well hang on this will get rough. My friend tried them all. The best that seemed to work the best is the Max Force Motels.
The first thing to do, according to the pest man, is to cut out as much as possible the paper and boxes.This is just food for the little buggers. Try the plastic totes, they are great and you can get them cheap.
You can then bomb the house. Follow the directions, after the time limit, Please, make sure to wipe everything down really good. Place the motels in corners of cabinets and near plugs (any heat source), appliances that are used: microwave, frig, stove, toaster.
That is the only thing you can do with on the market products.
However, if you didn't have the problem before the people moved in, you will have them now for good. I would recommend hiring a pest man. Sorry, but this is the best advise i can give. I live in a trailer and in the South, so when my new neighbors moved in with their friends and bombed, the little buggers moved into my home. I own, so i had to hire a pest man after trying everything and got nowhere. A year later, nothing! It costs me $45 every three month. I have peace of mind now.

Roaches do like water, so make sure no water is around your kitchen or bathrooms. Put all perishables in the refrigerator, even bread, sugar, etc. Combat works best for roaches as they carry the poison back to the nesting areas and infect the rest. You will have to clean up the dead ones so you might want to use a hand vac for that.

I once lived in an apartment building that had some major roaches, I kept telling my land lord and he kept giving me bombs and some peanut butter stuff, nothing worked, then I called Terminex Pest control. They said that in order to get rid of them all the apartments had to be done and that the landlord was responsible for keeping your dwelling bug free. The man then called my land lord after an inspection of my apartment and got a contract to kill the bugs and they did. So I recommend Calling Terminex.

buy some foggers for your side and the other and cut them on and leave the house for several hours and when you return the little bastards will be dead or twitching till death.get a fogger for each room, also never leave water out overnite, roaches need water, make sure you clean up every night! and they will be gone!
