Your clothes are probably fine. Its okay if this hot boy likes this other girl, and its okay if he doesn't like you, and its okay if it makes you jealous. by showing you are not catty or jealous, you just might land an even hotter guy that likes a girl for her values. believe me, they are out there.
meanwhile, spruce yourself up with a makeover. Everyone looks good with bright red hair, google search "henna for hair" and see what you can find. I remember one page with people's home recipes. the great thing about henna is it works with your natural coloring to flatter your skin tone no matter what. (Unless you have blonde hair, then you may want to color it dark before you henna- remember to read up on it well.)
And adopt some sort of sexy trademark. Use one perfume and it will become your trademark scent. Or you can be the one who wears the red nail polish, or be the one with the studded belts, or something along those lines. Guys do notice stuff like that about girls they like.
Hang in there, and do not lower yourself to attract anyone who isn't interested in you. If you let them know you are attracted, either they will be stoked because they like you too, or be momentarily weirded out and then they typically get over it, especially if you tell them the next day that you are over it yourself.

just get a pair of jean and cut it below the pockets for a mini skirt then get any kind of tank top and the put on high hells and put on a little make up
For hair you should take a shower and blow dry it until it is damp and then get gel and put it in ur hair and scrunch it up until it gets wavie and then blow dry it all the way.

Go with a stylish friend to the mall get your hair redone and wair makeup maybe even play hard to get guys love when they get a challenge
