It's the mean acceleration due to gravity at the earth's surface. Every heavenly body has its own number, so you are not very likely to find that particular number anywhere else in the Universe.

Hi. You seem to not understand this "9.8 m/s^2" business. Forget the numbers for a minute. Gravity is a force which causes acceleration downward. Drop your Cheerios and they start to fall. Every second they fall faster. At the end of one second they will be falling 9.8 meters per second. Since they started at 0 meters per second they have only dropped half of the 9.8. Start by understanding this and you'll grow up with strong bones.

and looking at the value, it is refering to acceleration due to gravity
