I've got a lot of links to wildlife carers from a lot of countries on my site, at
http://au.geocities.com/leaswebsite/links under "Wildlife Assistance" - just click on them all, click on your country and state, have a browse, 'phone them and ask their advice.
Very, very best of luck!

Go to http://www.duckpolice.org
You will find a lot of information there. You could also contact a pigeon club and they will help you. I found an exausted racing pigeon some years ago and contacted a pigeon club and was told how to care for it and what to feed it. It recovered in a couple of weeks and flew away. I think you should go to the site above, there really is a lot of information on there.

The laws vary depending on where you live. In Texas it is illegal to keep wildlife unless you have a license to do so, such as a wild life rehabilitator. If you raise him, you can't release him back into the wild as he won't know how to fend for himself. A legit pet store won't take him because wild birds can carry diseases that can pass to domestic birds (parakeets, cockatiels etc.) The best thing for him would be to find somebody certified to care for injured and orphaned wild life, and take him there.

You could see if anyone in your neighborhood raises pigeons, like has a coop or something, but this isnt too popular these days.
You can contact animal rescue places and see if they take them, local vets, etc.
If all that fails i would keep him and let him learn to fly. Then id leave my window open and if he left, well, he left, and if he stays, i have a new, weird pet.

Call the wildlife rehabilitators in your area. A vet will have the number. They can either tell you what to do, or take it and raise it themselves.
You should have left the little guy alone, his parents were still caring for him, and they know all about foxes and other predators. You will know for next time, leave them alone.

Call an animal rescue foundation. They can care for it far better than you can. I'm not saying that to be rude. They have volunteers on duty around the clock that are familiar with the requirements of various animals, and know how and what to feed them. How are you going to feed it when you're at work.

Ring the RSPCA and ask for advice. On the other hand, pigeons are flying rats and should be disposed of. I'm not being horrible but they are vermin.
You choose.
