this guy at my school always flirts with me and alot of people think he likes me but then my friend asked him if he liked me and he said no and my friend asked him again and he still said no. So im not so sure.

Obviously he likes you, but he may not fell comortable admitting it to your friend. If you like him I suggest you talk to him yourself

i know if your shy to ask him directly, you can ask him by a note or flirt back and see if he goes away, that means hes just playing with you
