When your tank is on empty..Really dont wait till is really empty the fuel pump uses gas as a lubication and it also keeps the fuel pump cool....So always keep at least have it a 1/4 full you start running it low you suck water and dirt up into you injecters or carb not good and it makes you pump go out a lot quicker

the best is to not buy it a few days after the gas truck has been to the station
when they fill the tanks it stirs up the sediment from the bottom of the tanks
it is also better for your fuel pump to not let your gas tank get below one -quarter of a tank

Suposedly in the early morning or late afternoon, when it is cooler outside the gas is not expanded as much and so you get more for your money. I've never noticed a difference in mileage when I get gas at different times.
