received ticket for partially being on the blue lines next to handicapped, even though my placard was displayed

You got the ticket because you weren't inside the lines. Therefore you were parked in a no-parking zone.

The blue lines are there to allow handicapped people room for wheelchair access etc...

In other words you parked in a no parking zone.

Not supposed to park ON the lines. Placard or no placard.
