Airplanes were still in their infancy as far as warfare was concerned so the superiority of the sea was still most important. By sinking as many supply ships as possible, the Germans could strike fear into other countries to capitulate. This they felt would undermine the willingness of the merchant marine fleet and cripple the forces.
