It's possibly scale but it would look like a deposit or a flake and not a fine chalk , so you can toss out that first answer. It's likely the gel coat breaking down. Scrubbing it only, as I've seen suggested will be only a temporary fix.
Boat hulls get this all the time. You can use a marine grade fibreglass cleaner. They're all bidegradable these days and will require little elbow grease. Just remember to rinse.

YES and next is the painfull fiberglass in the hi-ney when you sit on it. paintable though

It is hard water build up. You will have to drain it and clean it with vinegar and a scrub brush. Rinse it well and refill it.
