Personal willpower and practice. In highly distracting environments, I use headphones and music. This allows me to concentrate on the music and tune out the surrounding sounds, then on the work. Eventually everything blends into the background.

You also might want to eliminate possible distractions. Sometimes in college I had to spend a few hours doing everything else but my homework so that I could sit down and not have anything to do but homework. It was amazing how fast it got done.

Mind over matter along with willpower comes to play here. That is I concentrate totally on the thing at hand no matter what is going on and don't allow external things to distract me from what I am focused on at the moment.

Go to a place were u can have peace no matter were that is and then do what u got to do.
