I'm not sure how this will make you look more cat like......
but Kevin Aucoin, a famous makeup artist to the stars says that rimming your eyes all the way around with heavy liner and dark shadows tend to draw the eye into the skull giving the actual eye a smaller look. If you want you eyes to look closer together, just line the outter corners of your eye starting from the corners and working the liner to the center of your pupil both on top and on bottom. For the nose, use a lighter color foundation/concealer/face paint/etc. down the length of your nose so that part catches the most light therefore taking away from the width of your nose.

put eyeliner in the inner rim of the eye but if you reaally want to look like a cat wing your liner and make it really thick. To make your nose smaller put powder on the sides of your nose. It will make it skinnier only.

To make the eyes appear smaller, ;line the eyes with dark eyeliner.
Brush a little dark shadow on the sides of your nose to make it appear smaller.

Try darker make up along the sides of your nose and lighter make up along the length of your nose. This will make it look narrower at least.
A different approach would be to use a mask.
You might care to look at posters of the musical "Cats" (by Andrew Lloyd Webber) too for inspiration.

Go to a makeup tips website you can do shadowing to make the nose appear smaller I don't know about the eyes.

Line the eyes with dark eyeliner. Wear a darker foundation on the sides of your nose. (But be sure to blend the edges of this dark patch with the edges of your normal foundation.)

Yeah black eyeliner. Or plastic surgery. DOnt try to make your nose and eyes smaller.

Black mascara....darken your nose and circle your eyes, take the shape up to the sides at an angle to give your eyes that almond cat eyed shape

eyeliner makes your eyes look smaller....and putting a taupe coloured eyeshadown on the sides of your nose...not really dark and a little on the bridge of your nose should make it look slightly smaller
