I think it's the CIA because I thought they oversaw what all these other groups did.

Neither has any more authority over the other. They all serve different purposes. Yes, they can overlap in some areas, such as intelligence gathering, but they don't have authority over another.
1. CIA is tasked with intelligence gathering outside the United States.
2. FBI is a domestic law enforcement agency. It cannot extend outside the United States unless crimes have been committed against Americans.
3. NSA purely gathers intelligence.
4. DHS is rather new, but it is tasked with different responsibilities
5. Secret Service is within the Department of the Treasury. No ties to intelligence unless it deals with threats to the president or counterfeiting.

The secret service investigates counterfeiting and protects the President. How much power is that? You've watched too many Wild, Wild West reruns.

It has to be the National Security Agency. They just refused the FBI from investigating it. It's in the courts now whether the NSA is allowed to do it. But for now, that decision stands.

I'd say that DHS is low man on the totem pole. CIA and NSA deal with gather intellegence. So does the FBI but they also deal directly with crime. The Secret Service is part of the Treasury Department, they also deal with crime and they protect the President and other important memebers of the Government.

Secret Service wins. But without the others, they can't properly do their job.
