If you use four 9s it does not add up to be 100, though you can do this: 9 times 9=81+9=90+9=99, that is the closest you will get because 9 is an odd number.

the question leaves a lot open to interpretation. If we can only use 9's that makes the problem really hard ok here goes only 9's ok ummmm
