Houston proper is bigger than Dallas proper.

The Metroplex (Ennis, Ellis, Dallas, Tarrant, Collin, and Denton, among other counties) is larger than the Houston metropolitan area, however.

Houston is definitely bigger than Dallas. If you are going to add Fort Worth to Dallas like d gabbler suggested, then you can add Katy, Galveston, Sugarland, Kingwood, The Woodlands, Baytown and severaly more to Houston. It is also a much more structured city, and culturally diverse.
