You'll probably have to meet with some head honcho - Dean of Students, Director of Student Activities - something like that. But it will definetely take a while. They'll have to fit it into their budget and they likely won't want to spend money on another (minor) sport team. If they go for it, you'll also have to start a petition and show proof that other students would play. They'll also have to factor in rival teams from other schools, transportation costs and coach salaries. Basically, it all comes down to money (as does everything). If they don't have it (or aren't willing to spend it), you won't get your field hockey team.

You can start a club sport. Most universities with an athletic program offer club sports.

If you want to create your own club, then it's possible that you'll have to create a group, have a certain number of people who want to join and the signatures of a certain number of faculty. You'll have to check with your university, contact Undergraduate Admissions or whatever organization is in charge of clubs and organizations.
