write a set of rules to use when solving addition and subtraction equations?

I think you need to give more information. What do you mean by addition and subtraction equations. If you are talking about long problem forms like: 4 + 5 - 3 + 2 - 6 = then it doesn't matter what order you perform the operations. There are no rules. If you are talking about algebra and solving equations like x + 2 = 4 then the rule is that you must do the same thing to both sides of the equation. So x + 2 - 2 = 4 - 2. So x = 2. I am not sure if this helps.
