A prepared slide is long dead cells, stuck down in a glue-like substance, maybe stained to show particular substances. The wet mount is usually a living specimen. In it, you can see the organelles and inclusions in the cytoplasm moving if a plant, the whole cell may move if an animal. Each type is useful for certain questions, not for others.

To me, a prepared slide is an old, dry slide with mostly dead cells that have been stained. Then a wet mount is used for live cells at schools, universities, etc.
