Quebec (Quebec City) is the Frenchest/cityest city.
Montreal is the biggest city in the French part of Canada but it has a fair proportion of non-francophones as well.
Trois-Rivieres, Drummondville, Chicoutimi, Chibougamou, Abitibi-Temisquamingue, and Rimouski are more-or-less cities where you won't hear much of any language but French.
