Try Aquaklean an automotive cleaner by KBS Coatings. It cleans just about everything.

Buy some purple power from wal-mart or advance auto parts, spray generously, let set for a few minutes and then use a brush and hose to get it all off, if the rims really have some stuck on dirt, you can repeat and the longer you let it set the better it works, also if its an actual rim and not a hubcap then power washers help sometimes.

I've tried Alot of different cleaners and purple power is probably the best automotive cleaner product for anything on your car, from the engine to the body to rims to even the interior.

Flame wire wheel cleaner (not just for wire wheels)
Purple Power
Hot Purple
Be careful with the products and pay attention to the directions, Flame is an acid that you don't want to inhale or get on your skin, also if you leave it on the rim it will eat the clearcoat and leave drip like stains, however when used properly it will work wonders on virtually any rim

Having a Used Car Dealership we have tried numerous products over the years. The best result we have had is Oven Cleaner and Brillo Pads. Also use an old toothbrush helps. We tried Wheel Acid and found it hurts tthe clear coating on the wheels. Other cleaners have other items in it also that can damage the wheels so be careful an enjoy a Saturday afternoon cleaning.

We use Black Magic Tire Wet Foam. It works awesome. The other thing that we have is a rim cleaner. The only reason I like the Black Magic is that it is a tire and rim cleaner. Looks very very nice when after they are sprayed.

Asuming car rims; merely use what you normally use for washing the car, but scrub harder, and it'll get clean, no doubt.

I use lime away. It comes in a spray or tub. You can find this at walmart or any auto store.

if they're aluminum, use "mothers" I know it doesn't sound real, but it is in the polish section of your local parts store
