Never really thought about it.
Shoot, now I have to wonder about why Humpty Dumpty was sitting on the wall, why the mouse ran up the clock, and why that spider felt it necessary to frighten that poor little girl who was enjoying her dinner while sitting on a tuffet....
Hmmm, nope, can't be bothered. I'll say he was a public servant trying to prevent all the children from being out on the streets at absurdly late times...could have done with him on my street when I was growing up, the amount of times I was disturbed by the next-door neighbour's 10 year old playing outside loudly with his friends at 10 at night was beyond belief!

I think the bigger cause for concern here is why he was running around outside at night dressed only in his nightgown. Something is clearly wrong with this picture.
