Your best bet would probably be to buy a pattern at a fabric store (I think that Wal*Mart has fabric sections most of the time). They're fairly cheap, and it'll give you a good start.

there are a few ways
1. jeans/pants that aren't too low rised, then u cut across, the upside down triangle in the middle, u cut a piece of jean and sew it under the triangle, so it covers it and doesn't leave a hole
2. cut a long skirt into a mini
3. wrap a piece of fabric around urself to measure and then sew it so it fits around u
4. cut the bottom of a t-shirt

take and old pair of jeans and cut right below the back pockets. not a clean cut cause you want a little "fringe" hanging...but not the really long white strings
