Yes to both. Most of the time if they are hyper it is becasue the medication they are taking to help control their period is to strong for them.
There are several symptoms that can occur before, during and after your period. Your period is a hormonal response and when hormones get involved just about anything can happen.

Sometimes the hormones do cause women to behave badly. Anxiety, anger, sadness... it's all in the hormones. You can try to control the negative effects of your behavior by monitoring the time of the month and if you feel yourself getting into bad moods or getting really sad or depressed see if it is close to your period. If it is, you can tell yourself it's just hormones, not me, and then correct the negative behavior.

That's not really true. I act kinda lazy during mine. But after awhile you will get used to it. It took me 2 years to not wine everytime it comes. But my body is starting to adjust. Also, you might try Playtex tampons instead of pads. I used to years pads, but now I love tampons. I thought tampons were all EWWWWWW, but they are not. I get mine from Wal-mart for 50cents in the travel size section. Hope that helps!

I think girls act bitchy because no matter what you do to clean yourself, you always feel dirty. No real woman wants to feel that way.
