Contact the Health Department and the Police Department.
That many pigeons with thier ofal, makes a public nuisance. (its also dangerous to the health and welfare of children, so the Health department would be interested).
If it goes onto your property, then the Police can become involved.
I would talk to your neighbor, if its an older person, then contact thier children as they may not know whats going on and can maybe, do something to alleviate the situation.
I would try all avenues before taking legal action...but, I would inform the Health Department right away and see what can be done, before bringing in the Police.
Simply, because they can not flood your yard with anything! Thats a violation.

The only thing you can do is talk to them to stop feeding the birds. If they don't listen call the Humane Society for them to come out and explain to these people that with your neighbor feeding the birds you are afraid of all the germs they can bring. Also they are a nuisance. Advise the Humane Society that they hose all the filth to your yard. That might help you. But call them with your complaint they are usually pretty good in coming out to investigate. Hope this helps you..

If you have tried talking to the neighbor and still continue to do it.. contact your local City Hall
there are ordinances against feeding birds in some cities.. bird feed causes rodent problems

Start dumping pounds of catnip to attract stray cats, which can start hunting and killing the birds he likes to watch feed. He'll get the message.
You should talk to him, in person or by mail, before you call the health department. It's polite.

If they are attracting rats, you can call the county health dept.
But it will help to have pictures as proof.. As far as hosing it down, maybe if you talked to the man and asked if he would prefer to hose you down instead you might get that problem fixed also. Good luck.

Check with your city... They might not be allowed to feed the birds in your area. Have it checked out. That might end it all.

haha you should call the city to see what you can do legally about this situation, usually they will have the city write them a letter saying not to do such a thing because it's making the city look ugly, usually if it has to do with making the city look ugly they will get right to it trust me (experience).
