Yes to Alaska of course. N Dakota and Wyoming get pretty sharp too -- look at the stats for Casper.

Thee's a place in Colorado called the Never Summer Mountains, I betcha it gets pretty nippy up there too. All depends whther you mean the whole State, some city, or just the coldest weather station someone has created.

perhaps in the continental US, but Alaska has it beat by a mile as does most of Canada
