www.anywho.com had a good reverse lookup function. But there is no way to reverse lookup cell phone numbers, although I think something is in the works to list cell phones sometime in the next year or two.

If you are talking about a reverse search for a cell phone number.

All major carriers automatically make cell phones as unlisted numbers. You must request that your number be published.

There is no legal way to get a name/address if you have a cell number.
