Tried calling Fairmount Park for years.These trees belong to them.

Are there power lines near the trees? If yes, call the power company. Fairmount Park infers that the trees are public property - if they present a hazard, traffic or otherwise, contact your public officials and lodge a complaint. But sure to do it by letter - phonecalls mysteriously get "forgotten" by bureaucrats, and followup. Take pictures and request to be on the agenda at the next city council meeting to address the issue. Good luck. Last , resort, use a chainsaw but beware of the consequences.
