NO. When you align the suspension, angles are set in relationship of the car to the ground, wheel-to-wheel. If you have tires that are worn, this will affect the relationship of that particular wheel to the ground, which in turn will affect the position of the car to the ground. This in turn will affect the angle of the other wheels.
Buy your tires, drive the car for about 150 to 200 miles, then get it aligned.

depends on how bad the old tires are but it is best to put the new tires on first

No. I just did this with my daughter 2 days ago. It's more accurate if new tires are already on.
