They are trying to implicate that money is not the only thing in life and it isn't what ultimately leads to happiness. Sure money is great for living comfortably and so on; but does it really fulfill someones life to live in happiness? Money is great to have but I believe there is much more than money, for instance, finding what you love to do. If what you love to do ends up getting you a lot of money, then that's a bonus.
I think the bottom line is that you have to have money in order to live comfortable, but you can't rely on money to make you happy and this is what the saying is trying to get across. Money is very much a part of our lives, and making it is key - but it's not everything.

It means two things. First, it means they don't have much of it. Second, it means they are making an excuse for something that didn't go the way they had hoped. For example, they lose their wallet and the cash inside and then say "money isn't everything." We all know it's a lie but they use the phrase to compensate for how they really feel so others cannot tell. Show me a person who says "Money isn't everything" and then hand them a winning lottery number and I guarantee you they will change their mind...quickly.

They mean that money isn't everything in life, and it's not the end of the world if you don't have a lot of money.

They mean it isn't the most important thing in life.
However, the statement isn't true. Money IS the end-all of life because once you use money to represent your life (you spend time working for it), then your life becomes a number, a piece of paper to be traded just like the lifeless McDonalds Happy Meal Toys that it is used to purchase. Our current account deficit with China in the hundreds of billions of dollars means that the traders and corporations and government have promised your future work life (and your children's) to China in exchange for plastic ******* toys (or oil drilling pipe..whatever) under the premise that "it's only money".
IT'S NOT JUST MONEY!!! IT IS YOU THAT THEY ARE PROMISING!!!

Well, money does not buy everything in the whole world. You can still live if you have no money. You cannot buy love, happiness etc. Money is not everything there is for all of us. It could have been better if money wasn't invented so that the world would not be filled with greedy people who want to rule the world. Don't you agree with me?

It's a more elaborate way of saying "Money isn't everything". Which is true, but that's like saying "sex isn't everything (in a marriage)"; it takes a good infusion of cash to make life more pleasurable and endurable for the person who's got it.

It means that money is not the most important thing in life. Family, Friends...personal integrity - these things are more important than anything else. Of course, we say this in wealthy countries, I bet in Africa they don't have this saying. When survival is not a guarantee things could be different.
