surely the community prevails if not then provoke.
if they play music late at night then you play music early. annoy them, always keep CALM as this is a powerful way to deal with such ppl. ie if they have a cat that poos in your garden get a dog. keep within the law, keep a diary and above all make sure they know you are worthy of respect, never let them see they have one over you. be pious. conspire (communicate with your neighbours).

A member of my family is going through the same thing. You need to start by making a log/diary of everything that happens and take it down to the council weekly, and the other thing is to ring the environmental health. You will be able to get the number for them at your local council office. The people at the environmental health are quite helpful and they will advise you from there.
I also know that if the problem is that bad your unruly neighbour could be issued with an asbo, which will give you a lot more power.

It sounds like life on your street is miserable. Call the police - you've tried everything else. Obviously you may be worried about repercussions, as everyone would. YOU DON'T NEED TO BE. If you contact your local police, at least they will know the problem exists. Even if no-one wants to give statements to the police about things like the criminal damage the youths are causing, the police can still pay more attention to your road than if no-one reports anything. The police are complaint led, the more things reported in a certain place, the more police resources are likely to be sent to patrol that place. You don't have to give your name - do you have anything to lose?

You could always call in an anonymous complaint. Plus if you make a complaint the police don't tell the person who it is from. You shouldn't be afraid to stand up for yourself, because if you don't then nobody else will. If this person is renting the property they live on you can also call and make a complait to the owners, and most likely they will do something to take some sort of action.

Your problem is that you want to be nice and not confront him. I have a bad neighbor too, but you have to pick and choose what you will and won't put up with. Call the authorities when his kids cause damage then take him to court, in my area we have a noise curfew call the police if it's three in the morning. And yes, I have gone to the village about my neighbor - it took a year but I got part of my problem resolve. The part that isn't resolved is he is still next door.

1. Keep a paper trail - note every single instance (time, place, results etc)
2. follow up your paper trail with calls to the police. Get copies of the police report
3. if the police do nothing take him to civil court since you can prove nuisance, disturbing peace etc.

Fight Fire with Water. Drive them crazy by blasting music of your own. Preferably something like Cher, ABBA, Tiffany, or something similar. Also go around and fix anything and everything they destroy around the neighborhood. They'll be like "What the f@!&? I thought I destroyed all that sh1t." They'll go bonkers wondering what's going on. Also on a daily basis, knock on their door and tell them you want to talk about the bible and God. If they dont answer just yell out that you want to talk to them about God and say you'll be back later.

police i guess... get everyone in the neighborhood together.
i know something that's happened to us like that too.. i don't know who but i have my suspicions that some kids are damaging our trees, flowers. omg i seriously am so mad. it's either our next door neighbor kid or some racist kids that live down the street. the police said they couldn't do anything cause we didn't have proof.
