Your server can be anything at the library. But most likely it is one of the state's educational system servers or one devoted just to your state's public libraries.

Incoming Mail Server (POP3): pop.mail.yahoo.com
Outgoing Mail Server (SMTP): smtp.mail.yahoo.com
