What does you mean by disable!

There can be two meanings

1. Inactive a/c due to long time inactivity!

YES IT CAN BE REACTIVATE. I have done many times!

2. Banned by Yahoo due to incompliance wit TOS.

NO NEVER CAN BE

So check in what category is your yahoo a/c

and you have now both answers.
