First of all, review your tools. In this your mascara, choose a formula that's not too gooey and tacky.
If you want volume, use one of those double mascaras with primer (the white stuff you put on first) which thickens up the lashes, and then the colored mascara. Before applying directly to your eye, out of the tube, take a tissue and just blot the tip of the wand, that way you'll get rid of excess before applying.
Apply very lightly and just do two coats. When they're completely dry take a lash comb (it's that mini comb that comes with your brow brush...or any little comb will do), and gently get rid of any excess.
A good idea is to curl lashes first with a good curler (I HIGHLY recommend Shu Uemura, sure it's expensive but it lives up to the hype, I've never had a lash ripped by it and the curl lasts). That way, you'll see that you're eye is really open so you don't need to apply that much mascara.
*TRICK: For maximun lash-curl staying power, you don't need to buy one of those heated lash curlers, simply take you blow dryer and blast hot air on your metallic lash curler for a couple of seconds. Voila: Instant heated lash curler. Just be sure to test the temperature on your hand before you apply it to your eye, you don't want to burn your lid *lol.

Please do not put conditioner on your eyelashes or use toothpicks on them. This is just asking for trouble!
Pick a good lengthening, volumizing mascara. L'Oreal Full Definition Voluminous is a good one. It is made by the same company as and very similar to Lancome Definicils. After each coat, run an unused mascara wand (or "spoolie brush") through lashes to comb out clumps. This is the best drugstore mascara you can buy...stay away from Maybelline Great Lash which is an old favorite but not really that good!
You can also try Cover Girl Lash Exact or Max Factor Lash Perfection (also made by the same company and pretty much the same thing, Cover Girl's brush is just a bit smaller) which don't clump. They aren't as good at building length & thickness as L'Oreal's, but you can pretty much just pile it on without worrying about clumps.
Another option is Clinique's new mascara that has a brush on one side of the wand and a comb on the other. I think it's called High Definition. I haven't tried it but the comb looks a little too short to work that well.

From someone who has used every brand of mascara out there, I've found that they all work just the same as any brand of mascara.
When you go to buy mascara, buy some extra wands so you can use those instead of the one they gave you. What I do is use the regular wand they give you and then I use the new one to comb through them and get rid of the clumps.
You can also use just the store bought wand and clean it off a little with a tissue before running it through your lashes to get rid of clumps but I'm more successful with the second wand trick.
Hopefully you'll have clump free lashes!

To make your lashes look thick but not clumpy, is to when you take the brush out of the tube, take some off the black stuff off, not to much, than put ti on your eyes, and it won't be as clumpy, but still full, I do this all the time.

Use a volumize mascara like the Maybelline Volum' Express.
Follow what the directions say. I can't remember if you are suppose to wait till each layer is dry before you apply another or apply a few while it is still wet.

put mascara on and squeeze your lashes between your fingers or shut your eyes and rub your lashes. if you get some mascara on your face, just put a cotton swab in water and rinse it off before it dries.

put two coats of mascara on but when you take the brush out dab it on a tissue it gets rid of all the clumps

well i don't really know how you would make them but i use to have a problem like that when i used water proof so if you use water proof try using something else that's not water proof and don't put it on to thick

use volumizing mascara. put one coat on, wait for it to dry completely and then apply another coat. if it clumps, separate your eyelashes with a toothpick or tweezers.
