two things to remember when setting up a board:
1) Queen goes on her own color
2) A light square must be in the bottom right hand corner as each player looks at the board.

That's how the starting positions work out. Just remember that the queen has to start on her own color.
All pieces except bishops can move to any color square though. Because of how they move, bishops end up staying on their starting color square the entire game.

At the start of the game, yes....the Queens (being the most powerful pieces on the board) start on their own colors.
