I am working on a Public Forum debate for school, and I must argue this point. I am also doing research on my own, but was wondering what others thought. Sources would be greatly appriciated!

We are not the only country utilizing the ocean and ignoring international agencies calling for preservation of the ocean's resources.
So even if we did implement a strict accordance of preservation, the ocean based industries can just relocate to another country to continue abusing this abundant natural resource.
All America would get out of doing this would be the loss of jobs and less tax revenue. This would not save the oceans in any way.
At this point in time America has made great bounds in repairing fishing within US waters (not international waters!) the Chesapeake bay and some Alaska reclamation projects come to mind. These projects and their success never would have come to fruition if not for fishing and coastal lobbying groups getting congress to grant federal tax dollars to these 20 and 50 year long projects.
