New landscaped garden. Raised bed of shrubs, alpines ,heathers etc. Holes being dug quite deep into soil. Have squirrels and foxes in area.

Get a gun, or a dog. OR a dog and mount a gun on him so that when he barks the gun shoots. just dont look at him, you might get shot.

Are we talking about burrow or holes?
Typically squirrels do not burrow and if it was a fox - you'd know about it - that would be a very large burrow.
Perhaps you have ground squirrels / hogs or moles if it is burrows / tunnels?
If it is holes, pieces of chicken wire laid between your plants and covered with soil so it looks nice, will deter digging.

I've always heard that you can put hair trimmings in your garden and stuff and that keeps the animals away. Maybe you could visit a local salon and ask them to save you some hair trimmings and you can sprinkle them around your garden and plants. I've always heard that helps.

you need a fence, at least 70 cm height, then you need to cover with a metallic net (those of the chicken houses) covering the fence and the floor near to 50 cm from the feet of the fence and to the front, where there are not concrete floor

Critter Traps by "Hav-A-Hart";catch and release.Also there are repellants for such animals too.Go to your local Home Improvement store to find both.
