Well... In theory, yes, because in theory, the cloud base (cloud base = distance from the ground to the bottom of the cloud) could be a few inches over the ground, and it could be raining at the same time. And we don't really talk about rain inside a cloud, rain is what is falling under the clouds.

So - also in theory - it could be raining on your feet and not on your body. But since the clouds that are actually giving the rain are usually well over 1000 m (3000 ft) up in the air, there would be drops falling on your body anyway.

And if the cloud base is a few inches, it means you are standing inside the cloud. That's like being in thick fog - it feels very wet!

So, to sum up - if you are standing in a cloud, with rain (or rather, what will be rain) falling over you, your body will probably be more wet than your feet, since the feet only get the rain, while your body has the moisture of the cloud as well.

no, when they say on the news it rained for example 2 inches, they mean thats how much it rained, and it was measured how much rain there was that day, kind of like a little measuring cup u put outside and when it stopped rainin how full is the cup in inches.. lol

Rain requires the condensation of water vapor into a solid. This requires the collision of cool dry air into warm humid air, and this occurs over several hundred to several thousand feet . (Think of a frontal system where a low pressure crosses into a high pressure system).
The closest to what you propose would be a fog system, where a low level cloud begins to mist as the temp approaches dewpoint.

Not possible....the clouds are in the sky and that is where the rain comes from. At least we aren't like the sugar people and melt when it rains. =)
