That is very hard question to answer because no one really knows about those people on any of those planes on 9/11, the planes that flew into the WTC or into the Pentagon or Flight 93, that crashed in PA. So, why do you ask your God this question and see what he or she says about these people. Because my main answer to this question is only God knows the true answer to your question.

Yes, there is always a percentage of people in that category. However, why even ask this qusetion as we know that it is now their one and only time.
