As a rule, the term "Fleet Mechanic" refers to a mechanic who services a fleet of equipment for a privet or organizational entity. He, as a rule doesn't service equipment owned by the general public; he works behind a "closed" door if you catch my drift.
The fleet mechanic is most often employed servicing the larger part of the fleet, be it highway vehicles or off-road equipment and stationary equipment. But most fleets have some of both categories, so he will repair/service both, unless the employer is so large that he can have specialty mechanics for each category.
There is no DICTIONARY definition of the term, but the above is a "Rule of Thumb".

Unless the title is "automotive fleet mechanic" than a fleet mechanic is responsible to repair anything in the "fleet", including generators, pumps, etc.
For example their are titles such as: motor vehicle mechanic, heavy equipment mechanic, etc which are more descriptive in title.
