Having the same problems myself at the moment with my neighbours, scum landlord who seems to think we are been funny with his tenant who will insist on playing music until 4 am, shouting at the top of her voice all the time, having gangs of men in her house and young kids too, I rang the landlord again today and told him this time its her or me, the choice is his, I will continually harass him until he sorts this problem out and if the police get involved then so be it, I don't care if I have to go to court this time, all I know is something has to be done and soon.

If you're in the uk you have to call environmental health who will come and measure the decibel level in your place and can take them to court if its above a certain level. You can also get the police to come around and have a word but the police don't have any real power to do anything. If its a rented property you should try and find out who the landlord is or if its a council property call the housing people.

i have the same problem with the chavette upstairs its all day and all night and its even louder when her on off drugy boyfriend is round.
ive been complaining to the local council for over 6 months now just had a machine round recording her "music" hopefully i will have her kicked out this time next year.
it takes six mounths of written complaints before they do anything.
ring up crime stoppers and tell them they are dealing drugs and that'll get the police round.

Police have no control over lou music until after 23.00 hrs..if it goes on past this point phone the police. also get in touch with environmental health they are the only prosecuting agency for noise nuisance.

Try Environmental Health at the council.
If that fails, buy a gun.
