Makes me wonder if the people whom did the repiping turned the water valve back on that feeds into the hot water heater. Check the line coming into the Hot Water Heater and make sure that it's fully turned on. AFter it's turned on and filled, check if the pilot light is on. If you do not have an electric ignition for your pilot light and have never lighted a pilot light before; I'd contact those whom did your piping and have them take care of it - that is, if they did indeed failed to turn the water vale back on that feeds the hot water heater. If the value is turned off, no water will be heated, you'll have no pressure in your hot water line. Good luck.

If this an Electric Heater, it is most likely the heating element gone out. They less then $10 at Lowe's/Home Depot. Be very sure the electric to the heater is off. Remove the metal panel, if there one top and bottom, check the top first. Most likely when the pipes were re-work the water level go down in the heater (Siphon effect) and the top element overheat and burn out. You may want to check both. Use a garden hose to drain the heater. Once it repair, be sure to fill well with water before turning the electric back on to the heater, let it set for air to settle and refill, do this by turning on a hot water faucet.. Also, I would use a Volt Meter to be sure the electric is off, regardless of what the Breaker Box say.
One good thing about Professionals, they make mistakes too! ;-)

Make sure there is not a cut off valve closed to your hot water heater, the popping sound was probably your relief valve opening due to too little water and what was there turned to steam. The fact that you have no water at all when you turn on a hot water valve tells me there is no water flowing through the tank. Since your hot water comes from the same supply line as the rest of the house you should have water in the line no matter whether the Heater is working or not. It's easy to forget to open the valve. Be aware, if the heater was trying to operate without water, your elements are probably burnt out.

if you have an electric water heater the popping noise was probably the heating element being shorted out by leaking water, all it takes is a few drops. They usually leak where the heating element is connected to the power. be careful. The fact that you have no hot water has nothing to do with the recent work you had done. If your water heater is electric, turn off the breaker in your electric panel. Then call your plumber, replacing your water heater is probably required, they only last a few years, if you live in a hard water area. Then again it may be just a tripped breaker in your electric panel, if so find out why the breaker tripped.

Sounds more like a problem with the water heater itself - not the repiping since there is not hot water anywhere in the house. But really I have no idea. Good luck!!

Well, by coincidence your hot water heater has gone out. IS it electric or gas? If electric, it could be just a heat element that can be changed out. Or you can have the whole heater replaced.

Get the plumber back. It sounds like there is air in the system causing an air lock.
