Yes. I'd be worried about getting colds, with mono as a distant second. If the person in question had cold sores or open oral herpetic lesions, there would be a possibility. If he/she had active pulmonary tuberculosis in the infectious stages and we were deeply smooching, there's a potential risk.
I am NOT aware of any reputable studies that have confirmed transmission of HIV (the virus that causes AIDS) by kissing....but I suppose that, IF you're kissing someone who is HIV-positive AND who has open bloody sores in the mouth (say from a tooth extraction), AND you also have open bloody sores, AND you're swapping saliva....there might be enough blood-to-blood communication to pose a chance. Frankly, it seems like you're more likely to be hit by a car crossing the street. Let's figure relative risk here, folks....
I wouldn't go into any massive liplocks with anyone who's snorting and dribbling saliva and snot all over the place....and if I was immunocompromised (say, getting chemotherapy for cancer, I'd be cautious about who I kissed if my white count was down). But it's not the most dangerous thing in the world. Use common sense.
