The poor are those who do not have enough economic resources for carrying on a healthy and comfortable existence. Those who don't have enough money for housing, food, clothing, health and education. Povery exists because wealth, its opposite, exists. Wealth is very unequally divided among the people on Earth. While the majority of people in some countries don't even have running water, the population in Europe or the U.S. lives in comfort. The rich countries have historicallly exploited the poor, either as colonies or through unfair trade treaties. This has worstned the situation of the poor and improved the situation of the rich. The more power the rich have, the more they want and the more they can obtain. That is basically why poverty exists, it is a global exploited-exploiter relationship.

I think you are seeing a polarization of american society, but what you are also seeing is an elevated standard as to what is poverty. Poverty used to be struggling to put food on the table. Now poverty means you can't afford cable TV. Poverty in America is different from poverty in West Africa.

Bad economies, drought, financial depressions, ignorance, lack of education, war can all be factors is causing a country to become impoverished. America almost headed that way during the Great Depression. And a lot of African countries are due to droughts and war as well as bad economies.
