Within reason.

For example, you don't want schools hiring convicted child molesters, banks hiring convicted identity thieves as tellers, etc. Also, young children generally should not be in the work force, for their own safety.

Additionally, hospitals should not be allowed to hire brain surgeons that haven't met accreditation, etc.

A good rule of thumb is that organizations should be able to hire anyone they choose, as long as the hiring decision does not pose an unnecessary and undue risk upon others.

Absolutely. I think that any organization should be able to decide whom ever they want.
