I mean cooperation in taking emploees from work agency by construction company. I am trying understand how it is working...

From what I can remember.
normally if a construction company take or "poach" workers from an agency,the construction company have to pay the agency several weeks wages as "compensation"for loss of earnings.
Different agencies may have different rules written into the contract .

absolutely no idea. Worked for agency before, what a rip off when you realise they charge almost double per hour than they'll pay you!
