It's called "formatting the hard drive"
If you have an older windows you will need to use a dos utility. If you don't know what dos is you need to get someone to do it for you. My recommendation: get Windows xp and use the disc to format the drive and install xp. Good luck. If you can't backup your data then plug your hard drive into another computer and copy the files onto the other comp.

If you still have the original installation kit for your Windows, including the license key, you can simply re-install from that... it won't be necessary to un-install... although, if you have everything backed-up, there are benefits to actually re-formatting the disk and starting from a "clean slate"

In use, Windows installations steadily accumulate "junk" which imposes a performance burden. Rebuilding from a clean disk puts you back to a "fresh-out-the-box" state, without the junk.
