Not officially. For the most part it's illegal to be nude on any beach in the USVI at any given time. There are a few locations where it's done irregularly because the beaches are sort of hidden, but keep in mind that nude sunbathing is considered indecent exposure in the USVI.

St. Thomas is pretty crowded, while St. John's is pretty remote. I'd suggest find a taxi driver on St. John's and ask him to drive you to a secluded beach and give him a time when he should come back to pick you up. Or, you could always go to St. Martin where they have nude beaches for the public, bar on site, ocean toys, i.e. jet skis....

It takes 4 to 6 weeks to get an American passport. Hawaii is a state and St.Thomas and Puerto Rico are territories, so you do not need a passport to travel to any of them.
