I suggest you submerge "PETE" in a bowl of water,,,even briefly,,, I promise "IT" will eat ANYTHING,,,even Fish Food.
Then remove Pete, dry him, cuddle him, and moosh him into a huge pile of BBQ ribs.
If that doesn't work,,, relegate PETE to the back yard,,, and find another PET,,,maybe even name IT,,, ROCKY, or STONE, or HardCase, or yada yada yada.

In the interim,,, test how long PETE can remain on this hunger strike,,,but don't join IT as part of the test/competition. IN fact EAT in front of PETE,,,savoring loudly every morsel, and gauge PETES reaction. I betcha he will be stone cold, stone faced, hard as a rock in stubborness.

I think Peter, the rock, considers the pebbles his friends and family and wouldn't consider cannibalism. I'm glad that Peter has some friends to be with. Are you sure Peter is a male? Have you noticed if Peter is trying to nurture the pebbles? Are they really cocoa pebbles,,, or did he actually eat the cereal and these really are his friends and family. Try changing to Fruit Loops and see what happens.

I don't have a pet rock, but if I did, I'd make sure he got a healthy breakfast. Too many pet rocks suffer from obesity these days. And tell him to get up from watching that television and get some exercise, too.

start the grill
give him some salt and pepper
put him on the grill and wait

Yes. . .he was always Bi-Curious, but now he is a full fledged flaming fruit. Also, Crack Kills sweetie. . . . leave that stuff alone.
