If you are setting up a buying account and do not need a credit card, you should be able to use a separate mailing address and it should work. It it requires you to enter a credit card, like for a buyers account you will need to use a different credit card. The mailing address on the credit card may present a problem though.

Unfortunately, if you broke eBay's rules, and were suspended indefinitely, you will not be able to use the site again until you clear up the situation. I would recommend contacting eBay and find out when, if ever, you would be allowed to use the site. If your suspension was indefinite, the chances of being reinstated are not very good.

You did not tell us why you were suspended. If they were determined to keep you from re-opening another account, you're probably just not going to be able to.
Your best bet would be to get someone else to open one for you...perhaps if you have a family member who would trust letting you do so (?).
